The Colombo Stock Exchange (CSE) and the Global Green Growth Institute (GGGI) have announced that prospective issuers of Green, Social, Sustainable and Sustainability Linked (GSS+) bonds can now apply to receive technical assistance from GGGI. The call for applications has been published on the CSE website and will remain open until 26th October 2026.
Through this activity, selected prospective issuers of GSS+ bonds can receive needs-based technical assistance for GSS+ bond framework development, Second Party Opinion (SPO) coordination, post-issuance allocation and impact reporting (first year), and capacity building. All technical assistance provided under this activity, including Second Party Opinion costs, will be provided at no cost to selected applicants.
GGGI is a treaty-based international, intergovernmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. GGGI is headquartered in Seoul, South Korea with operations in over 50 countries. Sri Lanka joined as a member state in 2019, with a Host Country Agreement signed in 2023. GGGI has a strong track record in Sri Lanka’s sustainable finance space. Through the Global Trust Fund on Sustainable Finance Instruments (GTF) – funded by the Government of Luxembourg – GGGI previously supported the issuance of three thematic bonds (including Sri Lanka’s first blue bond) leading to the overall mobilization of over USD 110 million for climate-aligned investments in Sri Lanka. Two of these institutions were subsequently recognized at the 2026 Environmental Finance Sustainable Debt Awards. GGGI, together with UNESCAP, also supported the Ministry of Finance to design the country’s first Sovereign Green Bond Framework.
The CSE introduced GSS+ bonds in 2024, and since then Sri Lanka’s capital market has seen 12 GSS+ bond issuances, mobilising over LKR 92 billion in capital, with 40% of debt capital raised in 2025 being through GSS+ instruments. Sri Lanka has enjoyed a growing international presence in green financing, with three Sri Lankan institutions receiving international recognition for innovative GSS+ bond issuances, reflecting the market’s growing credibility and international recognition at the 2026 Environmental Finance Sustainable Debt Awards.
