01.Management of archaeological heritages of Rajagala archaeological complex.
It
has been unveiled that there are 593 places of archaeologically
importance in the shrine complex of ‘Ariyakara’ scattered throughout an
extent of land of 1,025 acres in the Rajagala Thenne within the
divisional secretariat division of Uhana. A number of such valuable
places among them in the complex have already been excavated,
conservated and presented to the nation while tourist attraction to the
complex has been increased due to the same circumstances.
The Cabinet of Ministers approved the proposal submitted by the Hon. Prime Minister as the Minister of Buddhism, Culture and Religious Affairs for the implementation of Rajagala Renovation Project combined with the Department of Archaeology and the University of Sri Jayawardhanepura, until the end of year 2022 for the conservation of the relevant archaeological monuments existing there with an extreme archaeological and historical importance.
02.Submission of the Recommendation Nos.
205 and 206 of the International Labour Organisation and the Statute
No. 190 to the Parliament.
The Cabinet of Ministers approved the
proposal submitted by the Minister of Skills Development, Employment and
Labour Relations for submission of the following recommendations and
statute passed at the 108 and 106 sessions of the international labour
conference to the Parliament.
At the 108th session of the International Labour Conference held in the year 2019:
Statute 190-Statute in regard to eradication of violence and harassment within the world of work
Recommendation 206-Recommendation in regard to eradication of violence and harassment within the world of work
At the 106th session of the International Labour conference held in year 2017:
Recommendation 205 – Recommendation on most appropriate employments for employment for peace and resilience.
03.Entering
into a memorandum of understanding on a scholarship programme in
exchange of education and scientific knowledge in between the Ministry
of Human Resources Development in Hungary and the Ministry of Higher
Education, Technology and Innovations in Sri Lanka.
A memorandum of
understanding is proposed to be signed with the government of Hungary
with the objective of extending the foreign higher education
opportunities for local students in relation to the development
strategic programme for navigating towards an economy based on knowledge
via development of human resources in accordance with the national
policy framework of the government according to the ‘Vistas of
Prosperity and Splendour’. Sri Lankan students will be entitled for
twenty (20) scholarships opportunities annually, amounting to sixty (60)
scholarships throughout three years. Sri Lanka may award five (05)
education or research opportunities for Hungary students annually.
The Cabinet of Ministers approved the proposal submitted by the Minister of Higher Education, Technology and Innovations for signing a memorandum of understanding on the education and scientific knowledge exchange scholarship programme in between the Ministry of Human Capacity of the Government of Hungary and the Ministry of Higher Education, Technology and Innovations of Sri Lanka.
04.Implementation of recognized projects utilizing the balance funds of the Climate Resilience Improvement Project (CRIP)
The
Climate Resilience Improvement Project (CRIP) inaugurated in the year
2014 with the funds of the World Bank is to be winded up on 30.06.2020.
Total value of this project is United States Dollars 152 million. The
goals to be achieved in relation to the agreement of this projects are
being reached by now. A remaining balance of Rs. 2,500 million has been
recognized to have been in excess towards the end of the recognized
components of the projects. Accordingly, the approval of the Cabinet of
Ministers was given for the proposal submitted by the Minister of
Mahaveli, Agriculture, Irrigation and Rural Development for allocation
of funds for the essential constructions that had not been identified at
the stage of planning the project utilizing those remaining allocation
and to utilize the further remaining provisions of the project for
utilizing for the initial planning work of the activities identified in
the multi – staged programme of Climate Resilience Improvement Project.
05.Programme to develop the optional road network consisted of 100,000 kilo metres.
Approval
of the Cabinet of Ministers was granted on 18.12.2019 for the
development of an optional road network of 100,000 kilo metres in length
for facilitate for a higher level access to the main highways and
express ways. Accordingly, the roads to be developed as such will be
identified based on the facts such as not been developed / renovated at
all for the previous 10 years, the number of families utilizing the
recognized road and the access to educational, medical, and market
facilities utilizing the road. Approval of the Cabinet of Ministers was
granted for the proposal submitted by the Minister of Roads and Highways
for the implementation of the proposed programme with the participation
of the provincial councils and for the implementation of certain
components identified in the projects implemented at present for
development of roads under the foreign aids under this proposed project
as well.
06.Project to develop the Kankasanturei harbour.
Plans
have been drawn to acquire 50 acres of land to Sri Lanka Ports Authority
for the development / extension of Kankasanturei harbour. Accordingly,
the Cabinet of Ministers granted the approval for the proposal submitted
by the Minister of Ports and Shipping for acquisition of 15 acres of
land adjoining the harbour subject to payment of Rupees 52 million and
to acquire another 35 acres of land under private ownership subject to
payment of a compensation in terms of the provisions of the land
acquisition act.
07.Establishment of a production supply factory related to Sri Lankan fruits.
A
request has been made by ORANA, one of the world’s largest Denmark
suppliers supplying raw materials related to fruit processed according
to the requirements of the beverage manufacturers to establish a factory
within 02 acres of land obtained from the industrial park in Pannala
related to milk and bakery products to fruit related supplies. The
prospective investor has planned to invest United States dollars 1.5
million under the phase one of the proposed project while 30 job
opportunities is expected to have generated under the phase.
Accordingly, approval of the Cabinet of Ministers is granted for the
proposal furnished by the Minister of Industries and Supply Management
for awarding a plot of land from Pannala Industrial Park for the
implementation of the relevant project subject to entering into an
agreement between ORANA company and Lanka Industrial Development Board.
08.Project to inaugurate the production
activities of the Oddusudan factory once again under restructuring
Ceylon Tile Corporation.
A decision has been taken to re – inaugurate
all the factories that is not in operation, by restructuring Lanka Tile
Cooperation under the purview of the Ministry of Industries and Supply
Management as per the policy of re – initiating Public Enterprises
mentioned in the government policy declaration. Plans have been drawn to
re – initiate operations in the tile and brick manufacturing factory
situated in Oddusudan in the district of Mullaithivu as an initiative
while it is expected to manufacture four hundred thousand (400,000)
tiles and bricks per month from that. Accordingly, approval of the
Cabinet of Ministers was granted for the proposal submitted by the
Minister of Industries and Supply Management for sustaining the sole
ownership of the building and the machinery to Lanka Tiles Cooperation
and perform the operation of manufacturing tiles and bricks in
conjunction with Sampson Rajarata Tiles (Pvt.) Ltd which is a company
under the umbrella of DSI group of companies.
09.Implementation of a value added
project based on the public private partnership methodology for the
graphite excavated by Kahatagaha Graphite Lanka Limited establishment.
Kahatagaha
Graphite Lanka Limited is a company fully owned by the government
whereas an amount of 65 – 70 metric tons of graphite per month is
excavated in the Kahatagaha mine governed by the Company. Sri Lanka
contributes only 7% of the global graphite requirement in the global
market. The essentiality of a value addition to the graphite extracted
from Kahatagaha mine excavations since there is no possibility of
influencing the global market under such grounds. Accordingly, the
Cabinet of Ministers approved the proposal submitted by the Minister of
Industries and Supply Management for inviting concurrence / consent from
both local and foreign investors subject to competitive bid invitation
method only for performing the process of value addition for graphite
supplied by excavations as well as for implementation of the proposed
project by selecting an appropriate investor after evaluating the
proposals furnished across a committee of discussions appointed by a
project committee and the Cabinet of Ministers.
10.Facilitate to obtain medical
certificates from the government hospitals in the process of issuing
driving licenses for light vehicles.
Including the National Transport
Medical Institute there are 150 base hospitals and district hospitals
with facilities of conducting medical examinations that is included in
the medical certificate issued by the National Transport Medical
Institute at present for issuance of motor vehicles transport licenses.
However, the commuters have no opportunity for getting all the tests
done at one venue when issuing relevant medical certificates by those
hospitals. Therefore, it has been identified that a respective unit for
the purpose is suitable to be established in the government hospital.
Accordingly, the Minister of Transport Services Management has submitted
a proposal to the Cabinet of Ministers to establish units with relevant
facilities within the government hospitals so that all the services can
be obtained from one venue. Considering the circumstances, approval of
the Cabinet of Ministers was granted for taking necessary actions to
amend the Motor Traffic Act No. 8 of 2009 entrusting power to the
medical practitioners registered under the Medical Ordinance to issue
medical certificates those considered in issuing the driving licenses.
11.Awarding the construction contract of
the student hostel of Sri Lanka German Technical Training Institute
(SLGTTI) in Killinochchi
Approval of the Cabinet of Ministers was
granted for the proposal of the Minister of Skills Development,
Employment and Labour Relations for awarding the construction contract
of the student hostel of Sri Lanka German Technical Training Institute
(SLGTTI) in Killinochchi to M/s Wahid Construction (Pvt.) Ltd. at 450/4,
Lakwill, Puttlam Road, Yanthampalawa, Kurunegala (subject to payment of
value added tax, government tax regulations and approved percentage
payments) to an amount of Rupees 185.61 million, subject to the
recommendation of the procurement committee appointed by the Cabinet of
Ministers.
12.Procurement for supplying 950,000 Pre-filled syringes of Epoetin vaccine 4000 IU/5000IU
The
Cabinet of Ministers approved the proposal presented by Hon. Minister
of Health and Indigenous Medicine to award the contract of supplying
950,000 Pre-filled syringes of Epoetin vaccine 4000 IU/5000IU as
treatment for kidney patients, to M/s Reliance Life Science for USD 1.39
million of total cost and freight upon the recommendation of cabinet
appointed standing procurement committee.
13.Procurement for supplying 340,000 Vilas of Rabies Vaccine (Human Use) (1 ml/0.5 ml)
The
Cabinet of Ministers approved the proposal presented by Hon. Minister
of Health and Indigenous Medicine to award the contract of supplying
340,000 Vilas of Rabies Vaccine (Human Use) (1 ml/0.5 ml) to M/s New
Arumed (pvt). Ltd for USD 399.84 million of total cost, upon the
recommendation of cabinet appointed standing procurement committee.
14. Initiating a Closed Circuit Television Camera (CCTV Camera) System for Colombo Port.
A
proposal has been presented by Sri Lanka Ports Authority to set up CCTV
Camera System to observe, supervise and record all the activities of
all entrances to the port premises, Warehouses, Open Terminal Storage
Areas, Boarder Fences, Port Breakwater Entrances. This will enhance the
safety of the port and increase the productivity and efficiency. In
addition, this will create an environment conducive for the commercial
activities of the Port.
15.Consultancy Services for the implementation of Railway Efficiency Improvement Project.
A
portion of the loan funds from the Asian Development Bank (ADB) granted
for the implementation of the Railway Efficiency Improvement Project
will be utilized for the purpose of providing consultancy. Accordingly,
the cabinet of Ministers approved the proposal presented by Hon.
Minister of Passenger Transport Management to award the respective
Consultancy Services Contract to Egis Rail and Egis International and
Greentech Consultants (Pvt) Ltd Joint Venture upon the recommendation of
consultancy Procurement Committee appointed by the Cabinet of Ministers
with the concurrence of the Asian Development Bank.
16. Renting a Maintenance and Emergency Response Vessel (MERV) for Lanka Petroleum Corporation.
70%
of Sri Lanka’s Petroleum requirement is covered by the Imported refined
petroleum products. There are three fuel distribution centres in and
out sides of the Prot. A single point floating buoy system located 9.2
km away from the port of Colombo is maintained and operated utilizing a
Maintenance and Emergency Response Vessel (MERV) designed especially for
this purpose. Accordingly, the cabinet of Ministers approved the
proposal presented by Hon. Minister of Ports and Shipping to hire such a
vessel for carrying out the related work.
17.Entering in to a Long
Term Contract of eight months for the importation of 520,000 barrels of
Diesel (maximum Sulfur Percentage 0.05) and 680,000 barrels of Petrol
(92 Unl) from 15.03.2020 to 14.11.2020
The Cabinet of Ministers
approved the proposal presented by Hon. Minister of Power and Energy to
award eight-month Long Term Contract for the importation of 520,000
barrels of Diesel (maximum Sulfur Percentage 0.05) and 680,000 barrels
of Petrol (92 Unl) from 15.03.2020 to 14.11.2020 to M/s Petrochina
International (Singapore) Pte. Ltd. upon the recommendation of cabinet
appointed special standing procurement committee.
18.Entering in to Long Term Contract
of eight months for the importation of 2,240,000 barrels of Diesel
(maximum Sulfur Percentage 0.05) from 01.03.2020 to 31.10.2020
The
Cabinet of Ministers approved the proposal presented by Hon. Minister of
Power and Energy to award eight-month Long Term Contract for the
importation of 2,240,000 barrels of estimated Diesel (maximum Sulfur
Percentage 0.05) from 01.03.2020 to 30.10.2020 to M/s Swiss Singapore
Overseas Enterprises Pte. Ltd.
19.Awarding the Liquid Petroleum Gas Contract for 2020/2022 – Litro Gas Lanka Ltd.
Litro
Gas Lanka Ltd., a state-owned company, is the Liquid Petroleum Gas
supplier with a market share of 75% of Sri Lanka’s liquid petroleum
consumers.
Accordingly, the Cabinet of Ministers approved the
proposal presented by Hon. Minister of Finance, Economy and Policy
Development to award the contract of purchasing 740,000 litres of Liquid
Petroleum Gas for Litro Gas Lanka Ltd. from M/s Oman Trading
International Ltd. for the period of two years from the 1st March 2020
ensuring the continuous supply the to the market.
20.“Consultancy services for feasibility
studies and detailed engineering design to mitigate flood risk in
Mundeini Aru river basin and Batticaloa” under the Climate Resilience
Improvement Project (CRIP)
The Cabinet of Ministers approved the
proposal presented by Hon. Minister of Mahaweli, Agriculture, Irrigation
and Rural Development to enter into an agreement with Egis Eau &
SCP & Green Tech JV for conducting a feasibility study as the first
phase of the above contract and to enter into an agreement with the same
company consequently for the second phase, consultancy services for
preparing detailed engineering designs.
21.Reconstruction of Girithale Wildlife Research Training Centre.
Proposed
reconstructions of Girithle wildlife research training centre is
planned to implement under the Ecosystem Conservation and Management
Project and, the project duration is to be expire on 30.06.2021. It has
been observed that if the proposed renovation work is carried out as one
project, the construction work could not be completed before the
project expiration. Accordingly, the Cabinet of Ministers agreed to
proposal presented by the Minister of Environment and Wildlife Resources
to carry out these reconstructions bidding under three procurements as
Improvement of academic and administrative buildings of Girithale
Wildlife Research Training Centre in to a Research Centre, Renovation of
the hostel with new facilities and Construction of Academic Centre.
22.Special Entrance to Bandaranayake International Airport Passenger terminal
Due
to the large number of passengers arriving at and departing the
airport, heavy traffic congestion has been observed on during busy
hours. A separate access with two double lane roads has been planned
from the Board of Investment and Minuwangoda road to avoid this
difficulty. Accordingly the Cabinet of Ministers approved the proposal
presented by Hon. Minister of Tourism and Aviation for the construction
of this road subjected to Rs. 600 million estimate and secure funds from
Airport and Aviation Services (Sri Lanka) Limited.
23. Making provision for settlement of unpaid bills in fiscal year 2019
Additional provision of Rs. 367 billion needed for the settlement of unpaid bills in fiscal year 2019 and for accounting the expenditure on development projects implemented with funds obtained from foreign sources which are not within the debt limits approved by Parliament. The Cabinet of Ministers approved the proposal presented by Hon. Minister of Finance, Economy and Policy Development to present a proposal to the parliament for making the provisions above.
24.Finance (Amendment) Bill
Debt
repayment tax imposed under Finance Act No 35 of 2018 has to be removed
in accordance with Hon. Presidents “economic revival programme” approved
by the cabinet of ministers on the 27th of November 2019. Accordingly,
the Cabinet of Ministers approved the proposal presented by Hon.
Minister of Finance, Economy and Policy Development to gazette the
Finance (Amendment) bill which Included the legal provisions to remove
debt repayment tax with effect from 01.01.2020, prepared by the Legal
Draftsman and present the same for parliamentary approval consequently.
25.Employment Program for Unemployed Graduates
In
order to introduce a people-oriented service beyond the traditional
administrative culture, it has been planned to get contribution of
nearly 50,000 unemployed graduates who have left Universities from 2012
up to now.
Accordingly, the cabinet of Ministers approved the
proposal presented by H.E.the president to recruit degree holders and
youth holding a degree equivalent educational qualification accepted by
the PSC as at 31.12.2019, as graduate trainees under one-year training
period subjected to 5-year service period at the place of first
appointment after the training.
